Fence bylaws in Gatineau
Allowed heights, required setbacks, and the question almost everyone gets backwards: do you need a permit? Here are the rules as they stand today.

The short answer
No permit is required to install an ordinary residential fence in Gatineau. The one exception is a fence enclosing a pool, which does require a permit. Most people believe the exact opposite.
Maximum heights
For a building of 1 to 4 dwellings, the height you are allowed depends on where the fence sits on the lot.
For a building of more than 4 dwellings, the rear yard allows up to 2.5 m.
The setback you have to respect
The fence has to be built entirely on your own property. It must sit at least 1 m from a sidewalk, or 1.5 m from a street curb where there is no sidewalk.
This is the rule that causes the most rebuilds. A fence set too close to the sidewalk has to be moved in full, not adjusted. That is why we measure the property lines before digging, not after.
Pools, and the 2027 deadline
This is where the rules change, and it is the only case where Gatineau requires a permit.
Deadline of 30 September 2027
Owners of pools installed before 1 November 2010 have until 30 September 2027 to bring the enclosure into compliance. Pools installed on or after 1 November 2010 were already required to comply.
What the enclosure has to meet
At least 1.2 m high
Measured from the ground, all the way around the pool.
No 10 cm gap
The enclosure must not allow a 10 cm object to pass through anywhere.
Nothing to climb
No structural element may let a child climb the enclosure.
Self-closing gate
The gate has to close and latch on its own, with no one doing anything.
The gate is what fails most inspections. A manual latch, however well installed, does not make an enclosure compliant. The mechanism has to swing shut and lock by itself, every time, without anyone thinking about it.
What about the Ottawa side?
Everything above is Quebec and City of Gatineau law. None of it applies in Ontario. Allowed heights, setbacks and pool enclosure requirements fall under Ontario municipal bylaws, which are different.
