Chelsea fence by-laws
Chelsea is more permissive than its neighbours on height and far slower on paperwork. The two numbers that actually matter are 2 metres and 60 working days.

The short answer
In Chelsea a fence may be 2 m tall in any yard, including the front yard. That is unusual. Ottawa caps the front yard at 1 m.
The real obstacle is not height, it is the calendar. The municipality publishes up to 60 working days to issue a permit from the day it is paid, and 10 working days simply to respond. Sixty working days is about three calendar months.
Put plainly: if you want a fence in the spring, the paperwork starts in the winter.

Two details in the by-law that change projects:
- The height includes ornamental detail. The decorative post cap counts toward the 2 m.
- Height is measured from the average ground level within a 2 m radius of where the fence is built. On Chelsea's uneven lots that is not the same as measuring at the foot of the post.
The visibility triangle: 7 m, and nothing above 0.75 m
On a corner lot the visibility triangle must stay clear of any construction, works, equipment, landscaping or planting taller than 0.75 m. No driveway entrance and no parking inside it either.
The segment is 7 metres, measured from the intersection: along the limits of the roadway inside the Centre-village urbanisation perimeter, and along the property lines outside the perimeters.
Seven metres is more than double Ottawa's 3 m. On a Chelsea corner lot that removes a serious piece of the yard.
What you cannot install
The zoning by-law names the prohibited materials. The two people ask for most often:
- Barbed wire is prohibited, except for industrial and agricultural uses.
- Chicken wire is prohibited, except for agricultural uses.
There is also a siting rule nobody sees coming: a fence, hedge, low wall or retaining wall must sit at least 2 m from any fire hydrant or other public utility equipment.

The practical advice, and it fits in one sentence
File before winter. The published 60 working day delay runs from receipt of payment, and it does not shorten because the season has started. An application filed in January leaves the whole spring to install. One filed in May leaves nothing at all.
