Quebec residential pool fence law
If your pool was installed before 1 November 2010, you have until 30 September 2027 to bring it into compliance. Here is exactly what the regulation requires, and the two rules almost nobody knows about.

The date, and who it applies to
30 September 2027. That is the deadline for pools installed before 1 November 2010. They were exempt for years, then the deadline was pushed back one last time. After that date, a non-compliant installation is an offence.
Pools installed since 1 November 2010 were already required to comply.
The regulation covers any outdoor residential pool whose water can reach 60 cm deep or more. Inground, semi-inground, above ground, removable or inflatable: the shape makes no difference, only the depth counts.

The gate must be self-closing and self-latching. Not a latch you remember to close: a mechanism that does it on its own, every time, including right after a four year old walks through.
The 1 m rule, the one that fails the most yards
Nothing climbable may sit within 1 m of the pool wall or the enclosure. No fixed structure, no equipment.
In practice that means the planter, the shed, the patio table, the barbecue, the toy box, the woodpile, and very often the pump and filter. A perfectly compliant enclosure becomes non-compliant because somebody pushed a storage bin against it in the spring.
It is the easiest rule to meet and the easiest to break without thinking. When we install, we walk the yard with you and mark the 1 m strip.
When the pool is its own enclosure
You do not need a separate enclosure if the pool wall does the job:
- Above-ground pool: wall of at least 1.2 m.
- Removable pool: wall of at least 1.4 m.
Access still has to be controlled. If you get in by a ladder, the ladder must be retractable and fitted with a self-closing safety gate, or the ladder itself has to be surrounded by a compliant enclosure.
A ladder you take away at night and put back in the morning is not a safety measure under the regulation. It is a habit, and the regulation does not rely on habits.
What your municipality adds on top
The provincial regulation is a floor, not a ceiling. Your city can require more, and in Gatineau you need a certificate of authorisation before installing or modifying a pool enclosure in any case.
If your project is on the Ontario side the rules are not the same at all: Ottawa requires a pool enclosure permit, a minimum height of 1.5 m, and a latch placed inside at least 1.35 m up. We have written a separate guide to Ottawa fence by-laws, and another to Gatineau fence by-laws.
Why not to wait for the summer of 2027
A provincial deadline covering hundreds of thousands of pools always produces the same effect: everybody calls in the last three months. Schedules fill, materials get scarce and prices rise.
In autumn or winter the yard is clear, nobody is in a rush and the pool is not in use. It is the best season for this work and it is also the cheapest.
We do a free compliance check during the visit: height, the 10 cm gap, the gate, the 1 m strip, the access. You leave with the list of what is missing, even if you do nothing with us.
