Fence by-laws: 8 municipalities compared

1. The front yard varies by a factor of two. 1 m in Ottawa, 2 m in Chelsea and Pontiac. Move across the river and the fence that was legal at your old place is not legal at the new one.

2. The corner-lot visibility triangle runs from 3 m to 8 m. In Val-des-Monts it removes almost three times as much yard as in Ottawa. On a corner lot that, not the height, is usually what decides the project.

3. The formality is different everywhere, and there are now five separate regimes. Ottawa and Gatineau ask for nothing on an ordinary fence. Cantley wants a work declaration, which is not a permit. Pontiac issues a fence permit at CA$50. L'Ange-Gardien requires a building permit before work starts. Chelsea wants a permit and publishes up to 60 working days, about three calendar months. Filing in January rather than May changes the whole season.

4. The material can be prohibited before the height ever matters. This is the gap almost nobody checks. In Cantley chain link is banned in the front yard. In La Pêche the by-law requires metal fences to be ornamental and prohibits non-ornamental iron and steel in every zone. Choosing the material before reading the by-law is the surest way to pay twice.

• Gatineau: heights by yard type, and the pool permit almost everyone has backwards.
• Ottawa: the good side rule, the 3 m triangle, and the pool latch 1.35 m up on the inside.
• Chelsea: 2 m everywhere, but up to 60 working days for the permit.
• Cantley: chain link banned in the front yard, and areas where fences are prohibited outright.
• Val-des-Monts: 2.5 m in the rear yard, the most generous, and the 8 m triangle, the strictest.
• Pontiac: one height for every yard, and the shoreline rule that overrides everything else on waterfront.
• L'Ange-Gardien: two superseded by-laws still circulating online with stale numbers, and the fact that there are two L'Ange-Gardiens in Quebec.
• La Pêche: the strictest prohibited-materials list in the region, a 1 m setback, and a 60 cm clearance on each side of your driveway.

Whatever the municipality, any outdoor residential pool whose water can reach 60 cm falls under the provincial regulation, and that one carries a dated deadline.

Pools installed before 1 November 2010 must comply by 30 September 2027. The enclosure must be at least 1.2 m, must block a 10 cm sphere, and the gate must close and latch automatically. Nothing climbable within 1 m.

One useful consequence: Pontiac, L'Ange-Gardien and La Pêche set no enclosure dimension at all and all three defer to the province. If a site attributes an enclosure height to those municipalities' by-laws, it is wrong.

These answers are deliberately missing from these guides. A wrong number on a regulation costs more than an empty cell.

• Commercial and industrial heights in Cantley. The by-law's table could not be read reliably and contradicts itself on the industrial group.
• Val-des-Monts' entry-into-force date, and La Pêche's. Neither publishes one. For Val-des-Monts, adoption on 18 February 2025 is verified, and that is all we claim.
• The fence permit in Val-des-Monts. The word for fence appears in no table of works requiring one, yet the fee schedule in the same by-law charges « Piscine et clôture, 55 $ ». The two contradict.
• The lot-line setback in Val-des-Monts. The by-law contradicts itself there too.
• The fence permit in La Pêche. The zoning by-law does not name fences among the works covered, and the works-declaration regime was amended in 2026.
• Which of two wordings is right in La Pêche. Article 131 says maximum heights and articles 132 and 133 say minimum heights for the same table. We quote the contradiction as it stands.
• What the height is measured from, in Pontiac, L'Ange-Gardien and La Pêche. None of the three by-laws gives a datum for a fence.

We put these questions to the municipality before starting a project.

Every number comes from the document the municipality publishes itself, not from a summary or another site. Each guide gives the by-law number, the article and the table, and carries a verification date.

Where a value cannot be read reliably, it is named as missing rather than guessed. Where a by-law contradicts itself, the guide says so. Where a repealed by-law is still online carrying different numbers, the guide flags it, because that is often where the wrong answers elsewhere on the web come from.
